This document discusses European peering cultures and their impact on network costs and end-user experience. It analyzes factors that shape peering cultures like the presence of major content providers, dominance of incumbent networks, level of broadband competition, and existence of internet exchanges. Country examples of peering cultures are provided for France, Belgium, Spain, the Netherlands, and Poland based on these factors. The conclusions drawn are that differing peering cultures across Europe impact costs and quality, and effective regulation can drive more competition and innovation.
